Rent, Utility and HEAP

STEUBEN AND LIVINGSTON COUNTY RESIDENTS

Residents in both counties needing assistance MUST use the "Request Assistance" button below to complete the Assistance Request Form.

We will then follow up with each individual over the phone for additional information. Read on to discover more about the types of assistance available in each county.

LIVINGSTON COUNTY RESIDENTS

If you need assistance with rent or utility payments, as well as other basic essentials, the Help*Works Community Resource offers emergency assistance to those in need. Referrals to Help*Works come from the Dept. of Social Services, the Dept. of Health, the Office of Mental Health, Salvation Army, churches, and other community agencies and organizations as well as self-referrals. Help*Works Community Resource has provided Livingston County individuals and families who are struggling in poverty with:

  • Direct emergency assistance including food, utilities, rent, gas, diapers and other personal items.
  • Guidance on budgeting and energy conservation
  • Information and referrals to other agencies that might best assist with a client’s needs

If you are eligible, the Emergency HEAP (Home Energy Assistance Program) Benefit can help you heat your home. Emergency HEAP benefits and eligibility are based on: income, available resources, and. the type of emergency. We can provide assistance to families seeking HEAP benefits.

STEUBEN COUNTY RESIDENTS

Steuben County residents can get the same assistance through the Turning Point services. This financial assistance program provides negotiated budget agreements and direct payments to landlords, utility companies, and pharmacies along with trouble-shooting to help people avert eviction, utility shut-off, hunger or medicine shortage.
